Starting locations in player cities

What :
Replace the pilot starting locations with player city locations.

Why :
EiF has reduced the number of players in NPC cities. New players often feel the server is less inhabited than it actually is. If they could start in player cities they would see more players and have a better first experience.

How :
The pilot starting locations are currently redundant but they have nice faction icons. They could even be used to start new players in factionally aligned player cities as a GCW type of thing?

This is something we considered in the past and actually had a fair amount of pushback against. It may be worth discussing again, though.

I admit I hadn't thought ahead enough to consider potential problems. I can see how people would dislike aspects of it like favoritism. Maybe make it an earned privilege for cities, if that's possible. That might cut down on the favoritism aspect, if it can be seen the city is there on merit.
